39 Pizza Places That Take EBT by State [Restaurant Meals Program Works]

Are you a Pizza lover? Then, you have company. According to Pizza.com, Americans eat about 100 acres of pizza every day, approximately 350 slices per second. The stats underscore one thing: Pizza is for everyone, including SNAP recipients.

The problem is, SNAP doesn’t allow recipients to redeem SNAP funds on hot or prepared food at the point of sale. It leaves many EBT cardholders wondering if they can buy pizza with EBT.

Can you order pizza with EBT?

Quick Answer: The good news is, some pizza places accept EBT. Domino’s, Hungry Howie’s, Papa John’s, and Pizza Hut are among the top pizza places that take EBT. But SNAP rules apply in these pizza places like any other SNAP-approved retailers. You can only order pizza with an EBT card if you live in a state that participates in the Restaurant Meals Program (RMP), and you qualify for the program per your state’s requirement.

So far, only six states, including California, Arizona, Illinois, Maryland, Michigan, and Rhode Island, participate in the Restaurant Meals Program (RMP). If you qualify for the RMP in any of these states, you can visit any pizza place that accepts EBT.

How To Buy Pizza if You Aren’t in the Restaurant Meals Program?

The majority of states don’t participate in the RMP. Even in states that accept it, the program is only meant for disadvantaged groups like the elderly, the disabled, and the homeless.

That leaves many SNAP recipients wondering: “Can I buy pizza with EBT?” Yes, you can order take-and-bake pizza with an EBT card from pizza places like Papa Murphy’s that fall under the restaurant threshold. For instance, Papa Murphy’s accepts EBT for take-and-bake pizza purchases in 37 states. 

Alternatively, go to the grocery store and use your EBT card to buy a frozen pizza. It’s allowed because it’s not sold prepared and hot. For example, Whole Foods and Sam’s Club accept EBT SNAP for take-and-bake pizzas. It’s a cheap food to buy on your grocery list vs. dining out.

How Does The Restaurant Meals Program Work?

Generally, SNAP prohibits the use of SNAP funds on restaurant food or any hot, prepared meals at the point of sale. That creates a problem for the elderly, people with disabilities, and the homeless. Most of the people can’t cook or don’t have the means to carry and prepare food at home.

That’s why the Restaurant Meals Program (RMP) was created. The RMP is a good faith SNAP extension that allows the elderly, the disabled, and the homeless to eat at restaurants or purchase hot, prepared foods.

The USDA leaves it upon every state to decide whether or not to extend SNAP through the RMP. You can only use your EBT to order pizza or other restaurant meals if you, and your state, participate in the Restaurant Meals Program. So far, only six states have an elaborate RMP program, including:

  • Arizona
  • Select counties in California
  • Illinois
  • Michigan
  • Rhode Island
  • Maryland

If you live in any of the above states and qualify for the program, you can purchase hot prepared food at fast-food restaurants that take EBT. However, you won’t be able to use your EBT card at out-of-state restaurants.

What Are Alternatives to the Restaurant Meal Program?

Per the USDA, a restaurant is any place that makes more than 50% of its total sales from the food it cooks/heats at the point of sale to be eaten on-site or takeout. That rule applies to most pizza places and fast-food restaurants. Unless you and your state participate in the RMP, you won’t be able to purchase hot, prepared pizza at a restaurant.

Does it mean you can’t buy restaurant-style food like pizza if you or your state aren’t RMP participants? Absolutely not. Alternatives to the Restaurant Meals Programs include:

The Restaurant Threshold

Unlike restaurants, retailers have a threshold test. It’s based on whether they generate the majority of sales from food that customers can take home and prepare themselves. Most of these places have a good chance of qualifying for SNAP approval if they submit a sales report to the USDA and Nutrition Service.

If you don’t qualify for the RMP, you can use your EBT card to order pizza from pizza places that fall under the restaurant threshold. Take-and-bake pizza shops are a good example. For instance, Papa Murphy’s falls under the restaurant threshold. You can use your EBT to buy pizza at Papa Murphy’s stores in 37 states.

Grocery Stores

Frozen pizza sold at grocery stores that accept EBT is counted as an everyday grocery item. You can use your EBT card to buy frozen pizza at any SNAP-approved grocery store. The funds can also be used to buy the pizza ingredients you need to prepare it.

Alternative Payment Methods

Spare your SNAP funds for another purchase and treat yourself to your favorite pizza place with an alternative payment method like a debit/credit card with a chip or cash with Grubhub food delivery.

What Pizza Places Take EBT?

Many Pizza places accept EBT either through SNAP’s Restaurant Meals Program approval or by falling under the restaurant threshold.

That said, some states like Michigan, Illinois, and Maryland don’t disclose participating RMP restaurants. In this case, visit or contact your local SNAP agency to get a complete list of SNAP RMP-approved restaurants in your state.

1. Papa Murphy’s

Papa Murphy’s is a well-known take-and-bake pizza chain that falls under the restaurant threshold. There are about 1,300 Papa Murphy’s locations in 37 states, with most of its locations in Washington, California, and Oregon.

You can use your EBT card to buy take-and-bake pizza at any of its locations. Since take-and-bake pizzas aren’t eaten at the restaurant, they are included as a regular grocery purchase.

That said, Papa Murphy’s doesn’t participate in the Restaurant Meals Program (RMP), and you won’t be able to purchase hot and prepared pizza at any of its restaurants.

2. Pizza Hut

Pizza Hut has over 6,600 pizza restaurant locations across the US. It’s known for its slogan, “No One Out Pizzas the Hut.” You may also know it for the “BOOK IT! Program” after 30 years of giving free pizza as an incentive for PreK through sixth-grade to read. It sells breadsticks, soda, chicken wings, pasta, and pizza for delivery, pickup, and dine-in.

Pizza Hut accepts EBT at select California locations only. The pizza chain is not approved in states outside of California. You can buy hot and prepared food from the regular menu.

You can use your SNAP balance through the state’s CalFresh Restaurant Meals Program. The SNAP card is eligible for elderly that are 60 and older, disabled, or homeless to buy meals at approved restaurants.

Papa John’s accepts EBT at select Arizona and California locations. You can use SNAP funds in Casa Grande, Arizona, and Riverside and Los Angeles counties in California.
